The Alabama State Board of Pharmacy was established by legislative action in 1887 with the intent that the composition of the board reflects the demographics of the pharmacy profession. This Board is vested with the authority to carry out the purposes of and enforce Title 34, Chapter 23 of the Practice of Pharmacy Act 205 and Title 20, Chapter 2 of the Uniform Controlled Substance Act. The practice of pharmacy and the management and operation of pharmacies are hereby declared to affect the public health, safety and welfare of the people of Alabama, and thereby are subject to regulation and control in the public interest by a Board of five members. They are assisted by an administrative staff headed by an executive secretary appointed by the Board. Its members shall be licensed pharmacists who have been licensed in this state for a minimum of five years and who are actively engaged in the practice of pharmacy or pharmacy administration, or both. Three members shall be appointed by the Governor. Of the three appointed members, one member shall be engaged in the practice of pharmacy, or pharmacy administration, or both, in a hospital, one in an independent pharmacy, and one in a chain pharmacy. DONNIE CALHOUN, R.Ph., a 1987 graduate from Samford University School of Pharmacy, owns a pharmacy in Anniston. He serves on the Executive Committee for the National Community Pharmacists Association and as a National Director for Pharmacist’s Mutual Insurance company.
Donnie also serves on the National Home Infusion Association Board of Directors and as a member of Member Health’s P&T committee; previously serving as President of the Alabama Independent Drugstore Association and as a board member of the Alabama Pharmacy Association.
He has been involved with teaching pharmacy students as an adjunct professor of Samford and Auburn Schools of Pharmacy. Donnie has served on many pharmacy committees at a local, state and national level, the recipient of many awards including distinguished young pharmacist (1991) and the Alabama Pharmacy Association Pharmacist of the year award (2005).

Vice-President Kenny Sanders, R.Ph. |
KENNY SANDERS, R.Ph., elected to a five (5) year term on the Alabama State Board of Pharmacy, effective January 1, 2009, replacing Roland Nelson. Kenny received his B.S. in Pharmacy from the University of Arkansas for Medical Sciences in 1989, and began his professional career with Big B Drugs, Inc. in Birmingham in June of 1989. He was promoted to Pharmacy District Manager in 1994 and held similar positions with Revco, CVS, and Bruno’s. In 2003, Kenny accepted a position of Vice-President of Professional Affairs with the American Pharmacy Cooperative, Inc. (APCI) responsible for pharmacy professional, legislative, and third party activity. Kenny is a member of 13 state pharmacy associations, NCPA, and NCPDP. He serves as a member of the Alabama Pharmacy Association Board of Directors and in other capacities with APA. He is an adjunct preceptor for both Auburn University Harrison School of Pharmacy and Samford University McWhorter School of Pharmacy, implementing the APCI Community Pharmacy Residency program. Other responsibilities include working closely with independent pharmacies, state associations, NCPA, NCPDP, colleges of pharmacy, State Boards of Pharmacy, Medicaid agencies, employer groups, and State and Federal legislative offices; as well as, a member of various advisory committees for multiple entities. Kenny and his wife, DeeDee, have three children: Chase, Cody, and Carli, and reside in Alabaster. He is also the son of a pharmacist and the older sibling of two pharmacists. |

MARK CONRADI, R.Ph, J.D. is a 1974 graduate of Auburn University School of
Pharmacy and a 2000 graduate of Birmingham School of Law. He started his career with Harco Drug as a staff pharmacist and was Director of Pharmacy when Harco Drug was purchased
by Rite Aid. He is currently employed by CVS as a staff pharmacist. As an adjunct professor at
Auburn University, Harrison School of Pharmacy he teaches Pharmacy Law and Ethics to first year
pharmacy students. |

DAN MCCONAGHY was elected to a 5 year term to begin January 1, 2011 and will replace Mike Mikell. Dan grew up in his father’s pharmacy in Satsuma, AL and graduated from Auburn University School of Pharmacy in 1979. He has practiced for over 30 years in a variety of pharmacy settings including independent, rural hospital, nursing home, consultant, chain, DME, oxygen, and home infusion. He is currently working in the family-owned McConaghy Drug Store, Inc. with four locations. Dan also operates C&M Vital Care, a home infusion pharmacy founded by Keith Conner and himself in 1990. Dan has held numerous leadership positions in APA for fifteen years including President, President-Elect, Vice-President, Treasurer and District Trustee. He currently serves on Alabama Medicaid’s DUR Board, the Medicaid Pharmacy Advisory Committee, the Alabama Council on Health Costs, Administration and Organization, Mostellar Medical Clinics Board of Trustees and the Satsuma Public Library. He is a current member of APA, APhA, NCPA, APCI and NACDS. |

HERBERT BOBO, R.Ph. Mr. Bobo comes to the Board from Sanofi-Aventis. He moved to Birmingham from Destin, Florida with his wife, Betsy.

MITZI G. ELLENBURG, Director of Operations, has been employed by the Alabama State Board of
Pharmacy since May 1, 1976. Her responsibilities include scheduling hearings, sending statement of
charges/notice of hearing/final orders, sending consents, and coordinating with Board attorney,
administrative hearing officer and court reporter. She also prioritizes administrative duties and assigns
to staff members, trains, evaluates and disciplines staff, and maintains adequate coverage for office
functions, including scheduling.

VANCE L. ALEXANDER, RPh, JD, has served as administrative hearing officer for the Board of Pharmacy since 1997. As administrative hearing officer he presides over disciplinary hearings including ruling on pre- and post-hearing motions, evidentiary matters and drafts Final Orders for the review of the Board. Prior to serving as administrative hearing officer, he served a five-year term on the Alabama State Board of Pharmacy effective January 1, 1992. He retired from the University of Alabama Hospitals in 1997 and practiced in corporate law until 2003. He earned his Bachelor of Science in Pharmacy, Bachelor of Science in Psychology and Master of Science degrees from the University of Houston. He received a Juris Doctor degree in 1982 from the Birmingham School of Law. Mr. Alexander has served in local, state and national pharmacy and law organizations. He was born in Fort Worth, Texas. He has two daughters, Dallas and Manda, and son-in-laws, Dan Reid and Adam Klein. |

JAMES S. WARD, Esq. has served as the Alabama State Board of Pharmacy attorney for over 20 years. He graduated from the University of Minnesota, B.A. in 1971 and went on to receive his Doctor of Jurisprudence from the University of Alabama in 1974. From 1974 through 1978, he served as the Assistant United States District Attorney and assistant Attorney General for the State of Alabama before he moved to private practice in Birmingham in 1978. He also serves as the attorney for the Alabama State Board of Chiropractors. |

HENRY A. BURKS, Chief Inspector, has been employed by the Alabama State Board of Pharmacy since July 7, 1997. He retired from the Montgomery Police Department after 20 years of service. He holds a BS and Masters in Justice and Public Safety from Auburn University. His responsibilities include supervising and coordinating case activities for inspectors, investigating complaints and violations of the Practice of Pharmacy Act 205, Title 34 and the Alabama Uniform Controlled Substances Act 1407, Title 20. |

EDDIE BRADEN, Inspector, has been employed by the Alabama State Board of Pharmacy since April 21, 2003. He retired from the Hoover Police Department after 20 years of service. He holds a BS in Criminal Justice and a Masters in Public Administration from the University of Alabama in Birmingham. His responsibilities include investigating complaints and violations of the Practice of Pharmacy Act 205, Title 34 and the Alabama Uniform Controlled Substances Act 1407, Title 20. His territory includes Bibb, Chambers, Chilton, Clay, Coosa, Elmore, Green, Hale, Jefferson, Lee, Perry, Pickens, Randolph, Russell, Shelby, Sumter, Talladega, Tallapoosa, and Tuscaloosa counties. |

TODD BROOKS, Inspector, has been employed by the Alabama State Board of Pharmacy since June 16, 2011. He has 12 years of prior law enforcement experience and holds a BS in Sociology from the University of West Alabama, and an Associate’s Degree in Criminal Justice from Garden City Community College in Kansas. His responsibilities include investigating complaints and violations of the Practice of Pharmacy Act 205, Title 34 and the Alabama Uniform Controlled Substances Act 1407, Title 20. His territory includes Autauga, Baldwin, Barbour, Bullock, Butler, Choctaw, Clarke, Coffee, Conecuh, Covington, Crenshaw, Dale, Dallas, Escambia, Geneva, Henry, Houston, Lowndes, Macon, Marengo, Mobile, Monroe, Montgomery, Pike, Washington, and Wilcox counties. |

SCOTT DANIEL, Inspector, has been employed by the Alabama State Board of Pharmacy since April 14, 2003. He has 9 years of prior law enforcement experience and holds a BS in Criminal Justice and Masters in Counseling from Faulkner University. He holds a BS in Criminal Justice from the University of Alabama Birmingham and a Masters from Jacksonville State University. TONY YARBROUGH, Accounting Director, has been employed by the Alabama State Board of Pharmacy since September 1, 2010. He earned a BS degree in Business Administration from Auburn University in Montgomery and comes to the Board after retiring with 25 years of service from the State of Alabama. His primary responsibilities are overseeing the general accounting, financial reporting functions, property management and database administration functions of the Board. |
